The Shanghai Municipal Government Scholarship was established in 2006. It aims to promote international student education in Shanghai and to encourage more international students and scholars into Shanghai’s universities.
The Shanghai Government Scholarship (SGS 2019-202) is part of the government’s Social Responsibilities to help international students in China. Access the best Undergraduate, Master’s, and Ph.D. Education, as well as other important information.
The Shanghai Government Scholarship
The Shanghai government offers scholarships to international students who are studying in Shanghai. It comes in two types: A and B.
This type is only for students who are enrolled in undergraduate, master’s, or doctoral programs. You also get a full scholarship, including tuition, accommodation, insurance for accidents, and a living allowance.
Type A is only available to students pursuing degrees. It does not include tuition accident insurance.

Eligibility to the Shanghai Government Scholarship
The applicant must meet the following requirements to be eligible for the Shanghai Municipal Government Scholarship for International Students:
- Be a non-Chinese citizen in good health.
- You must not be enrolled in a Chinese university when you apply.
- Apply for undergraduate programs if you are a high school graduate under 25.
- Apply for doctoral programs if you hold a master’s degree under 40.
- Apply for master’s degrees if you are a bachelor’s holder younger than 35
- You must be an excellent student and perform well in extra-curricular activities. However, you will not be awarded any other scholarships by the Chinese government.
- You must also meet the language proficiency requirements.
- A new Chinese proficiency certificate is required for the applicant’s general Chinese proficiency (HSK). It must also meet language requirements and professional regulations for the language of instruction at the applicant institution.
- You must meet the requirements to apply for professional and institutional rules.
- Not all scholarships offered by the Chinese government can be obtained simultaneously.
Level/Field of Study
Students can apply for a scholarship to study in any one of these programs.
- Bachelor’s Degree Programs
- Master’s degree programs (except MBA or MTCSOL*). Note: MBA stands for Master of Business Administration.
- MTCSOL stands for Master of Teaching Chinese To Speakers of Other Languages.
- Doctoral degree programs.

Sponsorship Duration
These are the main characteristics of schooling:
- Bachelor’s Degree Program: 4-5 years
- Master’s Degree Programs: 2 to 3 Years
- Doctoral programs: 3-4 years

Shanghai Government Scholarship Application Deadlines
Each school has a different application deadline. The application process takes approximately 2-4 months each year. However, the institution can adjust the annual application deadlines as long as the information on the admissions website of the institution is available.
